The concept of tension and resolution is the whole driving force in the ii V I progression. The maximum tension is typically presented just before the resolution of the V chord to the I chord. Now of course the tension can be sustained and actually applied over both the ii and V chords. But for purposes of our study we restrict ourselves to the V chord for altered chord sonorities.
