I am a delay fanatic and this is one of my favorite uses of it. Made famous by David Gilmour on Another Brick in The Wall Pt I, Run Like Hell and The Edge on many U2 songs, this is a must-know for delay users. Van Halen also used this effect on Cathedral, in that case he set the level to one repeat and used his volume knob to swell into each note. This is certainly one of those tones where a tap tempo makes life much easier, but if you are in a studio and want to nail it 100% here is the formula - delay time in ms = (240000/tempo)x3/16.
