The opening line to this lick is a G# Minor 7(b5) arpeggio but starting on the minor 3rd, B. The repetitive unison bend idea is articulated by bending the note D towards E and also pedaling against another fretted E note on the 2nd string. This is a very bluesy approach to the Locrain mode. Remember that modal playing does not mean that you cannot play stylistically, so make these ideas as bluesy as you like.
The resolution is a double stop 4th idea utilizing the notes E & B. The B is the minor 3rd of the chord and sounds great with some overdrive on the guitar sound. Add some tremolo and delay to your sound too and it'll start to sound really cool.
