This one is right from the Jimi Hendrix school of chord playing. He was a real master at taking a simple chord progression (like "Little Wing" for example) and making it interesting by playing melodies based around the chords.
He used partial chords, arpeggios, and scale deviations to make it sound groovy while at the same time maintaining the harmonic structure of the chord progression.
