Typically a pedal point is a pair of alternating notes where one stays the same while the second moves on to other notes. Here, the pedal point will be on top (A in this case) while the movement happens below keeping diatonic to the key of A minor. Once this idea is secured, try following a simple chord progression like Am-G-F-E using a separate pedal point for each chord.
