The first half of this lick is a displaced blues scale. Play a C minor blues scale and then work on just the first twelve notes of this lick, to get a feel for the concept of displacement. (Instead of playing the notes of a scale in order, you can 'displace' notes an octave higher and then return to the original octave.) It then goes into a brief scale pattern, followed by a chromatic movement up to the high Eb. You'll then do a sweep with all up strokes and end with a rhythmic triplet figure.
