You can think of a pentatonic scale as having a left side and a right side. This riff starts by climbing up the left side of the D major pentatonic scale in 4th position. Because it's pentatonic, it has no 7th (major or minor), so this riff could work over a D major 7th chord or a D dominant 7th chord.
