This pattern is a spin on the strum Bill Withers uses in his song, "Use Me." The chords are Em7-A7. It's a truncated voicing of the Em7 with only the root, b7, and b3. It's syncopation makes it super funky and the 16th notes give it a lot of drive. So it's a great pattern to play in a slow tempo when you want to add movement.
