Watch the Country Rock: Solo 2 online guitar lesson by Joe Dalton from Big Twang

Crafting the solo requires some call and response between the single notes and the chords. The pulsating rhythm of the chords punctuates the response. There are also melodic sequences that switch scales from the major to the minor pentatonic. This lets the listener be surprised by the new notes but the intervals and rhythms were expected or predictable.
Phrasing is very important. At first listening to the solo, you may not recognize the intended tonal centers, but pay careful attention and you'll hear the phrases and responses.
