In all of the examples so far, our ii chord has always been some form of Gm which kept it diatonic to the key of F. This example introduces a dominant chord, a G13, in its place. The C13b9 chord can be a bit of a pain, so watch your intonation and make sure you aren't pulling any strings sharp. Try this example with and without the bass notes, and you may find that you want to change up some of the fingerings to may the changes more efficient.
