This example is cool because it takes a typical move that you've heard in blues and R&B and makes it a little more modern and jazzy sounding. These chords are coming out of the E Mixolydian mode. The last chord of the progression, a beautiful E13 with no 3 could be viewed as a Bmadd9 over an E bass. Consider the melody in the top voices here; it's good to think of the melodies in your chord progressions as their own parts.
