This is a four measure progression involving two different chords: D Minor and C.  Each chord is played for one measure, starting with a D Minor in the first inversion: this means the F note is in the bass.  Note that inversions can also be notated with slashes to show which note is in the bass, termed "Slash Chords". In this example the first slash chord would be notated as Dm/F.  The second chord is a first inversion of a C Chord or C/E. To finish this example, we hop to the second, third, and fourth strings for the remaining two chords: C and Dm in their root inversion.
