Chord tone, meet your neighbor. A neighboring tone is a note a ½ step above or below a chord tone. What we are doing is extending the resolution of any given note by dancing around it by ½ steps. A common neighbor tone in blues is the b3 to the 3rd. In this lick I am adding some of these tones to increase the tension on the A7 chord in bar 4 before I resolve to the D7 in bar 5. If it sounds a bit jazzy to you, you would be correct. This is common vocabulary in jazz, in-fact that's largely what makes it jazz.
