Like the rest of the licks in this jazz-blues set, we're using a ii-V-I turnaround, and one thing jazz musicians like Joe Pass, Oscar Peterson and many others often do is play the sound of the ii chord pretty literally, but then crossfade into blues licks (using the blues scale of the home key, or Bb in this case) by the time they hit the V chord. That's what we've got here, with a little added chord support under the first couple of notes of our blues lick at the top of measure 2.
