The term "ragtime guitar" doesn't have much to do with the classic piano ragtime composed by Scott Joplin and others. Rather, it refers to a relatively uptempo, alternating-thumb style of country blues fingerpicking that often involves chords beyond the I-IV-V of the key and chord progressions besides the strict 12-bar blues form. There's a detailed discussion of the use of the term ragtime as it relates to guitar-based blues in Elijah Wald's excellent book Escaping the Delta: Robert Johnson and the Invention of the Blues.
