This is a turnaround lick where the bass line is descending as the title suggests. Often, you hear this as the upper melody in a turnaround. This is another example of using what you already know to create a new variation. The constant upper note makes this dual part lick more accessible. Try alternating the first string E open with the second string B open to create a new lick.
